The Kyrgyz government says that 31 people have been injured in the crash-landing of a passenger jet.

Kyrgyzstan's Health Ministry said the Soviet-built Tu-134 jet was carrying 95 passengers and six crew when it crash-landed in deep fog Wednesday at the airport of the southern city of Osh.

Emergency Situations Minister Kubatbek Boronov said the plane flying from the Kyrgyz capital Bishkek was damaged when it made a rough landing in Osh. He didn't elaborate, but eyewitnesses said the jet rolled off the runway, broke its wing, overturned and caught fire.

Boronov said that 17 of the 31 injured were hospitalized.

The Tu-134 is a two-engine jet that has remained in service with many post-Soviet carriers.

Jamaica's opposition wins elections in a landslide (AP)

KINGSTON, Jamaica ? On Jamaica's rutted streets, the complaints have been chronic ? home ownership is out of reach for most wage earners, the cost of electricity has skyrocketed, water service regularly fizzles out and decent jobs are scarce.

Fed up with chronic hard times, voters in this debt-wracked Caribbean nation on Thursday threw out the ruling party and delivered a landslide triumph to the opposition People's National Party, or PNP, whose campaign energetically tapped voter disillusionment especially among the numerous struggling poor.

The win marks a remarkable political comeback for former Prime Minister Portia Simpson Miller, who was Jamaica's first female leader during her year-and-a-half-long first stint in office that ended in 2007. The 66-year-old known affectionately as "Sista P" reached out to Jamaicans as a champion of the poor with a popular touch.

"She cares about the ghetto people," said Trishette Bond, a twenty-something resident of gritty Trench Town who wore an orange shirt and a bright orange wig, the color of Simpson Miller's slightly center-left party, which led the island for 18 years before narrowly losing 2007 elections.

As word of her election win emerged Thursday night, PNP supporters shimmied and shouted in the capital, Kingston, and motorists honked horns in celebration as they tore down the streets.

"I am humbled as I stand before you and I wish to thank the Jamaican people for their love, for their support and for giving the People's National Party and the leader of the party her own mandate," she said, after receiving hugs from numerous candidates, some crying.

Simpson Miller defeated Prime Minister Andrew Holness, who at 39 is Jamaica's youngest leader and leads the center-right Jamaica Labor Party.

Holness said the defeat will prompt a time of introspection and reflection for party leaders to examine what went wrong.

"I wish the new government well. We hope for the benefit of the country that they will do a good job," said Holness, who warned during the campaign that an opposition win would scare away foreign investment and dash hopes of economic progress.

While official results have not been released, elections director Orrette Fisher told The Associated Press that preliminary results showed Simpson Miller heading to victory.

"Based on the margins, it appears safe to say" that Simpson Miller's party won, Fisher said shortly after Jamaican newspapers and broadcasters called the election for the PNP. He expected his office to release the official count and breakdown of parliamentary seats on Saturday.

News station TVJ said Simpson Miller's People's National Party won 41 seats in parliament and Holness's Jamaica Labor Party 22.

Simpson Miller is beloved by her supporters for her folksy, plainspoken style. She became Jamaica's first female prime minister in March 2006 after she was picked by party delegates when P.J. Patterson retired as leader. But she was tossed out of office a year later in a narrow election defeat.

This time around, she has pledged to lift debt-wracked Jamaica out of poverty, secure foreign investment, and create jobs. Specifics are few, however.

Her party will face deep economic problems in this island of 2.8 million people, with a punishing debt of roughly $18.6 billion, or 130 per cent of gross domestic product. That's a rate about 10 percentage points higher than debt-troubled Italy's.

Veteran opposition lawmaker Omar Davies said one of the first things the People's National Party will do is get "a true assessment of the state of the economy," a dig at Holness' party which was accused of rarely providing citizens with a clear picture of the island's dire fiscal straits.

Holness, who became prime minister two months ago after Bruce Golding, Jamaica's leader since 2007, abruptly stepped down in October amid anemic public backing, won his parliamentary seat with 54 percent of the vote.

Simpson Miller has been a stalwart of the People's National Party since the 1970s. She was first elected to Parliament in 1976 and became a Cabinet member in 1989. Partisans have long admired Simpson Miller as a Jamaican who was born in rural poverty and grew up in a Kingston ghetto, not far from the crumbling concrete jungle made famous by Bob Marley.

During her brief tenure as prime minister, her support waned amid complaints she responded poorly to Hurricane Dean and was evasive about a scandal regarding a Dutch oil trading firm's $460,000 payment to her political party leading up to 2007 elections.

The two top candidates' different styles were clear while they cast their votes.

Holness is largely seen as unexciting, but bright and pragmatic. He whisked into the voting center in the middle class area of Mona, barely interacting with voters. After being heckled by an opposition partisan, he said he was "very confident" of a Labor victory and departed after taking three questions from reporters.

By contrast, Simpson Miller hugged and chatted with supporters at a school in Whitfield Town and told election workers to help struggling elderly voters.

Her party, which experimented with democratic socialism in the 1970s, is still perceived as more focused on social programs than the slightly more conservative Labor. There are no longer stark ideological differences between the two clan-like factions that have dominated Jamaican politics since the onetime British colony began self-rule in 1944. Jamaica became independent within the British Commonwealth in 1962.

TV producer won't fight extradition to Mexico

(AP) ? A reality show producer charged with murdering his wife during a Mexican vacation is dropping his extradition fight and will stand trial in Cancun, his lawyer said Tuesday.

Bruce Beresford-Redman's attorney said the onetime "Survivor" producer has decided not to appeal a Los Angeles federal court ruling upholding his extradition to Mexico.

"He feels he is not going to prevail on appeal and he'd like to get moving on proving his innocence," said attorney Richard Hirsch.

He said the producer could be sent to Mexico within 60 days following review of the extradition request by Secretary of State Hillary Rodham Clinton. Beresford-Redman, 40, is being held in a Los Angeles federal prison.

Monica Beresford-Redman, 42, disappeared from a Cancun resort where the couple was vacationing with their two children last year. Her body was found stuffed in a sewer cistern.

"He is innocent and it is his hope that the court in Mexico will assure that he receives a fair trial in which, he is confident, he will be exonerated," Hirsch said.

The family of Monica Beresford-Redman has said the couple went to Cancun to try to save their marriage. They claim Bruce Beresford-Redman, who is also the co-creator of the series "Pimp My Ride," was having a long-term affair with another woman. His wife, originally from Brazil, owned and operated a restaurant in Los Angeles.

U.S. District Judge Philip S. Gutierrez upheld an extradition order earlier this month, saying that there are many pages of competent evidence supporting prosecution claims that the producer killed his wife.

"All of this evidence points to homicide committed by the fugitive," said the judge's ruling.

Prosecutors presented statements from hotel guests who said they heard loud arguing and cries of distress coming from the couple's room on the night Monica Beresford-Redman went missing.

The producer's attorneys have claimed the noises came from Beresford-Redman and his children playing loud games throughout the night. They introduced statements from the couple's 6-year-old daughter to corroborate the claim, but judges who have reviewed the case were not swayed.

Beresford-Redman had been ordered to stay in Mexico after his wife's body was found but he left and returned to his home in Los Angeles. He voluntarily surrendered to U.S. authorities after a warrant was issued in Mexico for his arrest.

Hirsch said that Beresford-Redman's family has been in contact with a Mexican lawyer who will represent him at trial. Mexican courts do not have juries, and the producer will be tried by the same judge who issued the warrant for his arrest, Hirsch said.

If he is convicted of aggravated homicide in Mexico, he faces 12 years to 30 years in a Mexican prison.

His two small children have been placed in the custody of Beresford-Redman's parents with visitation by their mother's sisters.

38 Haitian migrants die when boat sinks off Cuba (AP)

HAVANA ? Cuba says 38 Haitian migrants have died after a boat they were in sank off the island's eastern coast.

According to an official communique read out on state television, 87 others were rescued by Cuban civil defense forces after Saturday's shipwreck, including four children. A search was on for more survivors.

The boat was spotted in the sea off Cuba's Guantanamo province, some 590 miles (950 kilometers) from Havana. The province is home to the U.S. naval base where terror suspects are held.

It was not clear where the Haitians were heading, though Cuba likely was not their intended destination. The dead included 21 men and 17 women, according to the communique.

In Germany, postal elves reply to Christmas letters with messages of joy, hope

Seven towns in Germany have special post offices dedicated to answering children's Christmas letters, which letter writers see as a chance to undermine seasonal greed and instill joy and hope.

As Christmas approaches, children long for things: cars, laptops,?dolls, electric trains. The airwaves are bombarded with news of Christmas sales barometers. A stressed-out society rushes to consumption.

But in Germany, children still write to the Christkind?("Christ Child"), or to Santa Claus, in the hundreds of thousands ? yearning not for only gifts, but for a bit of comfort and joy.?

Since the beginning of the Advent season in late November, close to?75,000 children have written to the "Christmas Post Office" of Himmelstadt?("Heaven's City"). The tiny Bavarian?village of 17,500 is one of seven towns with special post offices dedicated to?receiving and answering letters with children's Christmas wishes.?

"I write a letter. I sign it 'Your Christkind,' and I give the?children a piece of advice. I send them a little angel, a drawing, a?poem," says Rosemarie Schotte, who, for more than 20 years, has been in?charge of the Christmas post office in Himmelstadt, working with 30 village volunteers to?answer every?single letter.

"We want to bring back the spirit of Christmas, which is a?celebration of love, not necessarily big presents," says Schotte. "One has to?look within one self, to remember how good you have it in life, be?grateful to have a family."

The letter-writing tradition all started decades ago when a letter?addressed to the Christkind ended up in Himmselstadt.?Postal workers, not knowing what to do with it, just answered it. The?following year, a few more children wrote. Over the years, what had?been a few isolated letters turned into a flood.?

In 1965, Germany's first "Christmas post office" opened in Lower Saxony's?Himmelsth?r, or Heaven's Door. Six other post offices?in places with names associated with Christmas popped up, including Engelskirchen ("Angels' Church"), Himmelpfort ("Heaven's Gate") and Himmelpforten ("Heaven's Gates").

The letters addressed to Father Christmas, who is known in?Germany as Saint Nicholas, end up in one of two places: Nikolausdorf?("Nicholas village") in Lower Saxony or St. Nikolaus in Saarland.?

The tradition is an effort to counter the encroachment of?consumption on the spirit of Christmas. Schotte says part of the?idea is is to get families closer together, by encouraging parents to?write with their children.

So far, children from 70 countries have written to the Christkind in?Himmelsfarhrt. This year, for the first time, children from?Mongolia and Vietnam wrote.

Christmas' wishes come in all forms and colors.?Children don't just want?iPods and laptops. In their letters, they?share a bit of their lives, and of their yearnings to have it better.

"We get to read about just about everything," Schotte says. "The children pour their hearts out."?Mostly, they talk about things like their parents fighting, illnesses, and separations. "We try to comfort them, to make them trust life?again," she says.?

Schotte will answer each letter with a personal note, sometimes a poem or a drawing.?She tries to?transmit her own childhood traditions of candles, the advent?crown, eating a few Christmas cookies, the family getting closer to?each other.?She wants to bring togetherness back into the lives of the children's?families.

''When things aren't working in small circles, how can you?expect them to work out in bigger circles? In politics, in the wider?world?" she says.

There is always a reason to keep on writing. Schotte received a candy bar with one letter. "Dear Christ Child," the?child wrote, "I am sending you this so (you) can get energy back when?you give me my presents."

County's proposed gas/oil regulations making way through pipeline

For a little light reading over the holidays, head to the El Paso County website and dig into the 36-pages of regulations and procedures that are being proposed to govern gas and oil drilling in unincorporated parts of the county.

Or let county project manager and planner Craig Dossey sum up what he believes are the highlights:

? Requirements for comprehensive groundwater monitoring
? A prohibition on surface pits to collect water used in drilling
? And plenty of opportunity for public input along the way.

?It?s definitely appropriate for us to allow for public comment because there are a lot of unknowns, and that creates a lot of impacts, especially when there are larger-scale facilities,? said Dossey, who was instrumental in drafting the regulations.

El Paso County has never had rules and procedures specifically relating to the oversight of gas and oil drilling, although the activity was included in general regulations tied to mineral resource extraction. But in 1990, Dossey said, an amendment to a state statue took oil and gas drilling out of the equation.

?This is the first time El Paso County has gone down the road of regulating oil and gas since the code was revised in 1990 to expressly remove oil and gas from the definition of mineral resource extraction,? he said.

Driving the push to get regulations on the books as soon as possible is a move by Ultra Resources of Houston to begin exploratory drilling in both unincorporated El Paso County and the city of Colorado Springs, which is looking into its drafting its own rules.

In late September, El Paso County commissioners imposed a four-month moratorium on issuing new exploratory drilling permits so county officials could have time to write local land-use regulations. But they revised it a few weeks later and gave Ultra Resources approval to do exploratory drilling on three sites that sit on Colorado State Land Board property. The county is now waiting for Ultra Resources to resubmit its plans with some minor revisions.

Ultra Resources also received an extension on a permit for a fourth site that was held by another company until earlier this year. That site is ready for drilling at any time, Dossey said.

Ultra Resources spokeswoman Kelly Whitley said the company plans to start drilling the first part of 2012 at all approved sites in the county, but she didn?t have a more definite time frame.

Because the new regulations haven?t been adopted, Ultra Resources? most immediate projects fall under the county?s general development review process, Dossey said. But the county wanted to move forward with industry-specific regulations because of burgeoning interest in the area as a potential hot spot for oil and gas, spurred by a successful 2009 oil strike in Weld County in the same shale and limestone formation that lies beneath a swath of Colorado, Wyoming and Nebraska.

Dossey said the regulations were drafted after consultation with a number of county and state agencies, including the county attorney?s office, El Paso Public Health, the Colorado Department of Transportation, and state wildlife officials.

He said the regulations surrounding groundwater monitoring would be more comprehensive and longer-lasting than the state?s.

?Ours requires annual testing for the first six years, and every five years thereafter until 10 years after the life of the well,? Dossey said. ?You don?t see that anywhere else in the state.?

He also said the prohibition of surface pits to collect water used in drilling would make the industry use another system that is growing in popularity. There would be a waiver for companies that want to use a surface pit, he said, but commissioners would have to approve it after a public hearing.

The regulations also would require thorough assessments of the impact on wildlife; roads, bridges and traffic; and drainage.

Dossey noted that under the proposed regulations, ?minor? oil and gas facilities, such as single vertical wells used in exploratory drilling, can be approved by the county development services director without a requirement for a public hearing. However, he said, the director still has an option to call for a public hearing on a minor project, if warranted.

WANT TO WEIGH IN?
The El Paso Board of County Commissioners will hold a work session on the proposed oil and gas land use regulations at 2 p.m. Thursday at the Pikes Peak Regional Development Center, 2880 International Circle. The meeting is open to the public.
At 9 a.m. Jan. 4, the county Development Services Department will present its recommendation during a public hearing at a special meeting of the county Planning Commission at the same location.
At 9 a.m. Jan. 19, county commissioners will take up the proposed regulations, along with comments and revisions, at its regular meeting at the Pikes Peak Regional Development Center.

CHP: Ford driver hits pedestrian on Graham Hill Road

FELTON -- A 52-year-old man from Salinas was struck by the driver of a Ford Escort on Graham Hill Road near Highway 9 on Wednesday evening, the CHP reported.

The pedestrian had major injuries and was taken by helicopter to Santa Clara Valley Medical Center, said CHP officer Sarah Jackson. His medical status had not been updated Thursday morning, Jackson said.

About 5:45 p.m., the man was walking north on Graham Hill Road across westbound traffic outside of a crosswalk when he was struck by the driver of a 1997 Ford Escort traveling west, Jackson said. The driver was a 72-year-old woman from Ben Lomond, Jackson said.

The woman in the car was not injured and stayed at the scene, the CHP said. The cause of the collision is being investigated, Jackson said.

New Space Station Crew Set for Holiday Arrival Friday (SPACE.com)

Three spaceflyers who launched on a Russian rocket Wednesday (Dec. 21) are preparing to dock at the International Space Station tomorrow (Dec. 23), just in time for the holidays.

NASA astronaut Don Pettit, Russian cosmonaut Oleg Kononenko, and Dutch astronaut Andre Kuipers of the European Space Agency (ESA) are due to join the long-duration crew of the orbiting outpost for about five months.

The trio lifted off atop the Russian Soyuz TMA-03M spacecraft from the snowy Baikonur Cosmodrome in Kazakhstan at 8:16 a.m. EST (1316 GMT) on Wednesday. They are expected at the space station on Friday at 10:22 a.m. EST.

Waiting aboard the station are commander Daniel Burbank of NASA and Russian flight engineers Anton Shkaplerov and Anatoly Ivanishin. The new arrivals will return the space station's crew size back to its full six-person complement.

Deck the halls

The halls of the International Space Station are decked and Burbank, Shkaplerov and Ivanishin are looking forward to sharing a festive holiday season with their new crewmates once they arrive. [Holidays in Space: An Astronaut Photo Album]

"Our planet is so beautiful, peaceful and serene when you look at it from space ? the most beautiful holiday card you could imagine," Burbank wrote Dec. 17 on the astronaut blog Fragile Oasis. He and the other station residents have been setting up holiday decorationsand preparing for a big feast of space food after their crewmates arrive.

Though there will be Christmas cheer, the astronauts aren't expecting any gifts to arrive with the incoming Soyuz.

"In terms of gifts, when you're off in the frontier, you're not going to waste upmass on something like that," Pettit told SPACE.com in a preflight interview. "These holidays become matter of fact. My family gets to experience Christmas at Baikonur."

Packed schedule

The new crewmembers also won't have too much down time, as their schedule is packed with research and space station upkeep work.

They also plan to host the first visit of a commercial spacecraft to the orbiting laboratory. In February an unmanned SpaceX Dragon spacecraft will launch on the company's Falcon 9 rocket, carrying a haul of cargo to the space station. It will be the second orbital flight of Dragon, and the first to the outpost.

When it approaches the lab, the station crew will grab onto the capsule with the space station's robotic arm and berth it to the facility.

"We're prepared to do whatever happens during our mission in terms of a visiting vehicle profile," Pettit said. "It looks like we are going to be longshoremen."

International cooperation

Now that NASA's space shuttles are retired, the agency is hoping commercial spacecraft can fill in the gap, first to carry cargo, and eventually people, to the space station, which is set to operate until at least 2020.

In the meantime, U.S. astronauts will continue riding on Russian Soyuz spacecraft until a private American alternative is available. Russian, European and Japanese automated vehicles will deliver cargo.

The $100 billion, football field-size space station is a partnership between the United States, Russia, Europe, Japan and Canada.

"I think space has been a sports arena," Kononenko said during a preflight press conference."I think the future of space exploration belongs only to joint exploration, and we will be able to do deep space missions only if we cooperate together."

Bond manager Gundlach sees debt crescendo: report (Reuters)

LONDON (Reuters) ? Expectations of a swift economic recovery in 2012 are premature, with the sovereign debt crisis in Europe likely to reach a "crescendo" in 2012, DoubleLine Capital chief executive Jeffrey Gundlach said in an interview published on Thursday.

"I've a really hard time with the argument the economy's about to go into some wonderful land of 5 percent GDP growth", Gundlach said according to the Financial Times.

Gundlach pointed to Europe with "its banking system and obviously unserviceable debt" and U.S. government finances as "twin towers of risk," the newspaper reported.

"People who are looking for an explosion in bond yields on a better economy are thinking that somehow the world is still in 1995, where we have moderate economic growth, low inflation, stable tax policy and people getting along," the paper reported Gundlach as saying.

Dubbed "King of Bonds" by Barron's weekly earlier this year, Gundlach is chief executive of U.S. asset management firm DoubleLine Capital, which has amassed about $16 billion since Gundlach started the firm in January 2010.

Largest newspaper publisher in the U.S. chooses iPhone over Android for newsrooms

The largest newspaper publisher in the United States has decided on the mobile tech its reporters will carry -- and it's not good for Android. Gannett newspaper division president Bob Dickey, in an internal memo published by the independent Gannett Blog, announced that the company had purchased thousands of iPad 2s and iPhone 4Ss, which will reach newsrooms in January. 

What's that have to do with Android, you ask? When I left the employ (yes, voluntarily) of Gannett a little more than two years ago -- well, let's just say the sites I write for now were better equipped to cover news on the run back then than a honest-to-goodness "real" newsroom. In late 2010 or early 2011 (can't remember which), my former editor decided to get everyone who wanted one a Motorola Droid X. That was done at the local level though, on a pretty small scale. The purchase of thousands of iPads and iPhones on a national scale is a pretty big deal, and pretty disappointing to this newsroom survivor who makes his living off Android now.

On the other hand, just wait an hour of two and Android will have activated enough new devices to make up for Gannett's decision. OK. I feel better now.

Bridgestone rolls with air-free tire concept (video)

The days of flat tires and spares are numbered. Sure, self-inflating tires are all well and good, but don't protect from the darn puncture itself. Similar to Michelin's tweels, Bridgestone has cooked up some air-free concept tires that use a tough but flexible thermoplastic structure that behaves like a normal tire with nary any horizontal force produced. Each wheel is able to support around 150kg, although on a typical electric mobility scooter the load is more likely to approach 50kg. Bridgestone is looking to show off those curved, hypnotic spokes on the retail model, but is still researching how to protect against objects getting lodged inside. Hawaii coach McMackin retires after 4 seasons (AP)

HONOLULU ? Hawaii coach Greg McMackin retired Monday after a disappointing 6-7 season and missing the postseason for the second time in his four years leading the Warriors.

An emotional McMackin made the announcement at a news conference with dozens of players watching on. He met earlier in the day and Sunday night with athletic director Jim Donovan and Chancellor Virginia Hinshaw to discuss his future.

"Hawaii has meant a lot to my family and me," said McMackin, reading off a brief prepared statement without taking questions. "I have decided to retire from my position at this time. I believe in my players and their potential for success."

Associate coach Rich Miano will serve as interim coach until a replacement is selected. A search committee will be formed to launch a nationwide search for a new coach.

McMackin just completed the fourth year of his five-year contract that pays him a base pay of $1.1 million annually. He will forego $500,000 owed in his final year, "which I hope will help strengthen the UH football program," he said.

"I want to thank my players, my coaches, the staff and the good people of Hawaii," McMackin said. "I wish you well. Mahalo."

McMackin was 29-25 overall at Hawaii, including 0-2 in bowl games, with one winning season in 2010.

The Warriors lost at home Saturday to Brigham Young, 41-20, finishing one win shy of earning an automatic berth to their hometown Hawaii Bowl.

Coming off a 10-win season, Hawaii began this year favored to win the Western Athletic Conference and with high hopes behind its star quarterback Bryant Moniz. But Hawaii was plagued by inconsistency and injuries.

With each loss, calls for McMackin's ouster grew and attendance at home games plummeted.

Donovan said McMackin's decision was voluntary and stressed that the coach was not forced to resign.

He and Hinshaw thanked McMackin for his service, including improving his student-athlete academic progress rates.

"I respect his decision to retire from this position at this time and understand that he continues to think about the best direction for his team now, as he always has," Hinshaw said. "I am grateful for his many contributions and wish him and his family the very best in their future."

McMackin previously served as Hawaii's defensive coordinator under former coach June Jones who left for Southern Methodist shortly after leading the Warriors to the Sugar Bowl in 2007.

Shortly after Jones' departure, Hawaii signed McMackin to a five-year deal that increased his base salary by 10 times to $1.1 million annually, making him the highest paid coach in school history.

McMackin also served as the San Francisco 49ers' linebackers coach from 2003-05. Before that, he was the defensive coordinator for three seasons at Texas Tech. He was also the defensive coordinator with the Seattle Seahawks from 1995-98 and at several colleges, including Miami.

Wall Street surges on euro debt optimism

U.S. stocks moved sharply higher Monday on hopes that Europe's leaders will agree on a plan to restore long-term confidence in the euro.

The Dow Jones industrial average was up over 150 points in the first few minutes of trading.

A crucial week for the future of the euro kicks off Monday with a meeting of German Chancellor Angela Merkel and French President Nicolas Sarkozy in Paris. The two are expected to discuss how to achieve closer political and economic union of the 17 euro countries, including stricter budgetary oversight.

Merkel wants to change the basic European Union treaty to reflect the tougher rules on euro countries and make them enforceable, while Sarkozy is resisting giving up more powers to Brussels, especially since he faces a tough re-election campaign in April. Sarkozy is thought to prefer an intergovernmental deal between the 17 euro countries.

The markets are hopeful that, given the gravity of the situation afflicting the eurozone, the two leaders will come up with a common proposal for tighter integration on budget matters. Analysts say that such a plan could lead to further emergency aid from the European Central Bank, possibly through the International Monetary Fund.

In Europe, the FTSE 100 index of leading British shares was up 0.5 percent at 5,582 while Germany's DAX rose 0.9 percent to 6,133. The CAC-40 in France was 1.5 percent higher at 3,213.

The biggest gainer was Italy's FTSE MIB, which was trading 3.1 percent higher, a day after the government led by Premier Mario Monti agreed big austerity and growth-boosting measures.

Significantly, the pressure on Italy eased in bond markets. The country's ten-year bond yield was down 0.40 of a percentage point to 6.16 percent.

Italy is the eurozone's third-largest economy and is considered too big to be bailed out. Its borrowing rates have in recent weeks hovered around the 7 percent mark, a level that eventually forced Greece, Ireland and Portugal to seek financial help. By comparison, bond yields in Germany, Europe's largest and most stable economy, are roughly 2 percent.

In economic news, the pace of growth in the vast U.S. services sector slowed in November to the slowest since January 2010, according to an industry report released on Monday. A separate report showed new orders for U.S. factory goods fell in October for the second straight month, suggesting a possible softening in the manufacturing sector, which has supported the economic recovery.

Obama urges Congress to pass payroll tax cut (AP)

WASHINGTON ? President Barack Obama says Congress should pass a payroll tax cut before their end-of-the year break, and he's raising the possibility that "we can all spend Christmas here together."

Obama made the comments Friday at an event on energy efficiency.

The president says he'll keep pushing Congress to approve the payroll tax cut. He says now is not the time to slam the brakes on the economy, but it's "time to step on the gas."

The government just reported that the unemployment rate fell to 8.6 percent in November, down from 9 percent in October. That's the lowest since March 2009.

Borderland Beat: Mexico Seizes 'Zetas' Communications System

Mexican army troops have dismantled a sophisticated communications network, believed to have been operated by the Zetas drug gang to conduct internal communications and monitor the movements of the security forces.


A statement from the Defense Department (SEDENA) said that military personnel dismantled the network in the northern border states of Nuevo Leon, Coahuila, San Luis Potosi and Tamaulipas following a 12-month operation.

Although the statement did not give the name of the drug cartel operating the network, the Zetas have extensive operations in these areas.


The military confiscated more than 1,400 radios, 2,600 cell phones and computer equipment during the operation, as well as power supplies including solar panels, according the Defense Department.

The equipment was found in rural, sparsely populated areas of the four states. According a military source, the antennas were painted green to blend in with the surroundings.

Officials claim that the dismantling of the communications network will be a blow to the gang that operated it, leaving them without any means of gathering information on the location of the security forces.


In November, the Defense Department announced that the army had dismantled a $350,000 radio communications network, allegedly operated by the Zetas in Coahuila state.

Zynga plans to raise up to $1.15B in IPO

(AP) ? Online game maker Zynga says it plans to raise up to $1.15 billion in an initial public offering of 115 million shares in the latest in a spate of Internet IPOs

The maker of popular games FarmVille and Mafia Wars says in a Securities and Exchange filing it plans to sell the shares at up to $10 a share.

Zynga Inc. said in July that it planned to go public. The proposed IPO follows other recent tech company IPOs including daily deal site GroupOn in November and professional networking site LinkedIn in June.

Tech IPOs aren't always hits. Shares of Groupon Inc., for example, are trading below their IPO price.

Zynga was founded in 2007 by CEO Mark Pincus. It has about 2,300 employees.

Age-old remedies using white tea, witch hazel and rose may be beneficial, study suggests

ScienceDaily (Dec. 1, 2011) ? Age-old remedies could hold the key to treating a wide range of serious medical problems, as well as keeping skin firmer and less wrinkled, according to scientists from London's Kingston University. A collaboration between the university and British beauty brand Neal's Yard Remedies has seen experts discover that white tea, witch hazel and the simple rose hold potential health and beauty properties which could be simply too good to ignore.

The research suggests a number of naturally-occurring substances may offer the hope of new treatments to block the progression of inflammation. It is credited with a major role in both the initiation and development of diseases ranging from cancer, diabetes and arthritis through to neuro-degenerative conditions and cardiovascular and pulmonary problems.

"For thousands of years people used natural remedies to try -- and sometimes succeed -- in curing their ailments and preserving their youth," Professor Declan Naughton, from the University's School of Life Sciences, said. "Now the latest research we have carried out suggests a number of naturally-occurring substances may offer the hope of new treatments to block the progression of inflammation."

Inflammation is credited with a major role in both the initiation and development of diseases ranging from cancer, diabetes and arthritis through to neuro-degenerative conditions and cardiovascular and pulmonary problems. It is also implicated in premature aging and early death. "Inflammation is a secret killer -- helping arrest its development, or being able to stop it happening at all, would clearly be of benefit," Professor Naughton explained.

The new study builds on work undertaken by Professor Naughton and Kingston University PhD student Tamsyn Thring, along with the technical team from Neal's Yard. They tested 21 plant extracts for evidence of their efficiency in fighting cancer and also in the battle against aging. Of the 21 extracts, three -- white tea, witch hazel and rose -- showed considerable potential, with white tea displaying the most marked results. "Indeed it appeared that drinking a simple cup of white tea might well help reduce an individual's risk of cancer, rheumatoid arthritis or even just age-associated wrinkles," Professor Naughton said.

Spurred on by their laboratory findings, the team members decided to take the work further to see if they could replicate the results in human skin cells, looking more closely at the anti-inflammatory and anti-oxidant activity of the three extracts.

Using human skin cells as their model, the researchers added three different concentrations of white tea (freeze dried powder), witch hazel (dried herb) and rose extract (in a medicinal tincture form) to see what effect the mixtures might have on suppressing rogue enzymes and oxidants which play a key role in helping inflammation develop, as well as aging the skin. "As the largest organ in the body, the skin provides a barrier against UV radiation, chemicals, microbes and physical pollutants," Ms Thring said. "Challenges like this can contribute to both inflammation and skin aging.

"We also know that when inflammation starts -- be it a simple cut to a finger or in an arthritic joint -- the body starts producing a compound called interleukin 8, which helps the process along. We began wondering if there was a way we could switch that signal off, thereby blocking the inflammation's progress."

Even though the team's previous research had intimated there might be some promising results ahead, the experts were astonished to see just how good the various concentrations of the three extracts were at doing the job.

Kanye gets 7 Grammy noms; Adele, Mars, Foos get 6 (AP)

Adele scored six Grammy nominations on Wednesday, including for record, song and album of the year, but the owner of the 2011's best-selling album with "21" wasn't the night's top nominee ? and that wasn't the evening's only surprise.

Kanye West came away with a leading seven nominations, including a bid for song of the year for his all-star song "All of the Lights." However, the album from which it came ? "My Beautiful Dark Twisted Fantasy," heralded by many critics as the best album of 2010 ? was not in the best album category, and all of his other nominations were relegated to the rap fields.

Other notable omissions in the top categories included country phenomenon Taylor Swift and veteran crooner Tony Bennett.

Bruno Mars and the Foo Fighters tied Adele with six nominations each, including in the album of the year category. Lil Wayne had five nods and critical-darling folky act Bon Iver scored four nominations, with two in the prestigious record and song of the year categories. But dubstep star Skrillex may have been the night's biggest surprise, getting five nominations, including a bid for best new artist.

"It feels incredible. Me and these guys, we locked ourselves in the studio not too far from here and worked on this album, especially `Grenade,'" Mars said after the nominations were announced. "That's the song we worked the hardest on. That's like our trophy right there. Of all the songs we've been fortunate enough to be a part of this year, we were most proud of that one."

The nominations were announced after the Recording Academy's fourth annual live concert special, which aired on CBS from the Nokia Theater in Los Angeles. The hour-long event featured key nominees like Lady Gaga, Katy Perry, Nicki Minaj and the Band Perry.

Even though Adele didn't get the lion's share of nominations, she got them where it counted: Her "21," the mournful post-breakup album that produced smash hits like the torch ballad "Someone Like You" ? was nominated for album of the year. The searing groove "Rolling in the Deep," which spent seven weeks at No. 1 this past summer, got nominations for both record and song of the year. Only Mars got nominations in all three categories as well.

Other nominees in the record of the year category included Bon Iver's ballad "Holocene"; Mars' ballad "Grenade"; Mumford & Sons' "The Cave"; and Katy Perry's inspirational anthem "Firework." For song of the year, which honors the writers of the tune, contenders included "The Cave," "Grenade, "Holocene" and Lady Gaga's "You and I."

The best album category was as noteworthy for who was excluded as it was for who was nominated. Lady Gaga garnered her third straight nod in the category for "Born This Way," while veteran rockers the Foo Fighters were nominated for "Wasting Light," along with Mars' debut album, "Doo-Wops & Hooligans," and Rihanna's steamy dance album "Loud."

Shut out were perceived favorites like 85-year-old Bennett, who became the oldest person to score a No. 1 debut when his "Duets II" album was released earlier this year, and the megawatt collaboration of Jay-Z and West with the heavily hyped "Watch The Throne."

The biggest snub may have been to Swift, who won in the category in 2010 and was considered by some critics to be a favorite for "Speak Now," which has sold 3.7 million copies. She did get three nominations, however, including for best country album.

(Another blonde diva, Beyonce, merited just two nominations in lesser categories).

Unlike the past two years, which saw Swift and fellow country act Lady Antebellum soar in the general categories, the only country act that got a mainstream nomination was the country sibling act The Band Perry. Best known for their poignant ballad "If I Die Young," they got a nomination for best new artist. Their competition also includes Bon Iver, Jay-Z rap prot?g? J. Cole, Skrillex and rapper-singer Nicki Minaj, who scored four nominations in total.

The 54th Grammys will be held Feb. 12 in Los Angeles. The ceremony will mark the first since the academy shaved its categories from 109 to 78 this year, amid some protest. Some of the more niched categories, like best Zydeco or Cajun music album, were eliminated.

In addition, men and women now compete together in vocal categories for pop, R&B and country, instead of having separate categories for each sex. This year, the category is best pop solo performance and Bruno Mars is the only man nominated for "Grenade." His competition includes Adele for "Someone Like You," Lady Gaga for "You and I," Pink for "(Expletive) Perfect" and Perry for "Firework."
