Experts talk about regulations at uranium forum | The News & Advance

It was an alphabet soup of regulatory acronyms as the governor?s Uranium Working Group held a joint public forum with the federal Nuclear Regulatory Commission on Thursday night to explain how a uranium mine, like the one proposed at Cole?s Hill, would be regulated.

About 150 people ? most wearing ?Keep the Ban? stickers, but a noticeable percentage sporting ?Jobs, Mine Uranium, Energy? stickers ? gathered at the Olde Dominion Agricultural Complex in Chatham to hear from representatives of different departments of the NRC talk about regulations and operations at conventional uranium mills, uranium recovery programs and how Virginia could opt to oversee regulations instead of having the NRC handle it.

The meeting started with Cathie France, deputy director for the state?s Department of Mines, Minerals and Energy and a member of the working group, giving an update on what the working group is doing.

France said feedback from the public has increased, with a petition being submitted with 317 signatures to keep the uranium mining ban in place in Virginia, while 290 postcards arrived in support of mining. The group?s website saw 31 new comments, France said: seven opposing mining, four supporting it and the rest asking for information.

France said the working group?s purpose is simply fact-finding, which will be replayed to the public via public meetings and on the group?s website, where several reports are already posted. Updates on where different meetings are being held around the state are also on the site.

Health, bonds and sureties, worker safety, economic development, water and air concerns will all be addressed at upcoming meetings, she said.

Larry Camper, director of the division of waste management at the NRC, pointed out the agency does not take sides, it simply regulates, ensuring protection of public health and safety.

Camper took issue with some statements in the National Academy of Science report on uranium mining, including a statement that said the NRC would do an environmental assessment, when what they would actually do is an environmental impact statement that would include public meetings.

The report also noted a ?gap? in uranium mining in Virginia, but Camper said while there might not be mining in the state, there are federal regulations in place at the NRC.

Other speakers included Bill von Till and Duncan White, of the NRC and Maureen Dempsey, the governor?s energy adviser and a member of the uranium working group.

Virginia Uranium would have to go through a raft of studies, reports, inspections and paperwork just to make it to a point where they could ask formal permission to mine uranium, and every one of those steps and multiple steps within them, von Till said. He also discussed the rigid rules for containing tailings in containers designed to last 1,000 years ? a contention that drew snorts of disbelief from some people in the crowd, though for the most part the crowd was quiet and listened intently throughout the long presentation.

After a brief break, during which people submitted written questions, the speakers were prepared to answer questions, fielded by moderator Joe Keiper, executive director of the Virginia Museum of Natural History.

Members of the panel answered questions that mostly were directed toward health and environmental concerns. Some of the information the panel shared included:

? there are no set buffer zones around uranium mining sites, but there are limits to how big the mine can be based on the size of the site;

? there are stringent rules for tailing disposal;

? chemical smells that surround can be alleviated, and they are considered environmental issues;

? there does need to be a plan in place to protect animals and birds from getting to the evaporation ponds full of contaminated water;

? the National Council on Radiation Protection regulations are implemented to measure standards of contamination;

? there does have to be a plan in place to handle dust at the site;

? extensive monitoring of groundwater is required;

? the Virginia Department of Health, Department of Environmental Quality, DMME, NRC and other agencies all have requirements that have to be followed; and

? there are regulations in place to follow if a leak to the water supply happens, either during the mining operation or after it closes and tailings have been stored.

The next uranium-related meeting is scheduled for Tuesday at the courthouse in Chatham from 6 to 8 p.m. This meeting is being held by the Virginia Department of Health and focuses on uranium mining?s impact on water. The meeting is open to the public, who will be invited to make comments.

Truth is, Advertising Costs Something | Internet Business ? | Fancast

There is a big myth about online marketing, and that is internet advertising costs nothing. The fact of the matter is that all advertising costs something. However, one of the biggest advantages of advertising on the web is that you don?t necessarily have to pay with money; at least not to get started. Instead, you can pay with your time. This is great news because it means that virtually anybody can start a business if they can spare some extra time.

You need to consider several factors before deciding what?s best for you and your business. It will take you longer to build an income if you only use free advertising methods, so it?s a good idea to start reinvesting a portion of your initial earnings into paid options as soon as you can.

There are a lot of free ways to market your business online. Some of the better known ones include traffic exchanges, safelists, article marketing, social networking sites, forums and online classified ads. Here is a brief overview of each of these methods.

Traffic exchanges are where you visits a certain number of sites in exchange for people visiting your site. A typical ratio is where you need to visit three sites to get one visit back to yours. You will need to visit each site for about 20 seconds before it counts, but that means others have to visit your site for that amount of time as well. Safelists work in a similar manner, but you have to read email messages as opposed to viewing websites. So, the more sites you visit or emails you read, the more people you will have viewing yours.

Article marketing can be done with little or no internet advertising costs, depending on your ability as a writer. Here you simply write articles that are related to your business. You then submit these to various article directories, and include a link at the end of the article for readers to visit your site.

Social networking sites and forums put the power of communities to work for you. This takes time because you have to focus on building relationships with the people of each community. You have to be careful that you don?t use a ?hard sell?, or you will just make people mad.

Online classified ads work just like putting an ad in the newspaper. You will be limited to how many words you can use, but that should help you in choosing your words more carefully. One of the downsides is that the free ads tend to move down the page quite quickly, so you will have to submit ads as often as each site allows. The other problem is that the only people who will be viewing your ad are people using the site themselves to advertise. For the most part, the average internet user will never visit a classified ad site.

Yes, internet advertising costs one way or the other. But if you?re just getting started, and don?t have any money to spend, then it?s good to know that there are plenty of options that only require an investment of your time.

Swarm of thousands of bees delay Pittsburgh flight

IMPERIAL, Pa. (AP) ? A beekeeper says he had to be called into gather up a swarm of thousands of bees that delayed a Delta Air Lines Inc. flight from Pittsburgh International Airport to New York.

Master beekeeper Stephen Repasky tells KDKA-TV (http://cbsloc.al/PqjswF ) he was called out on Wednesday when the bees gathered on the wing of the plan as crews were getting ready to fuel the plane.

Repasky says such swarms form when colonies become too large and the queen leaves half of her bees behind to find a new home. Some swarms can contain 25,000 to 30,000 bees.

Repasky says it's likely there's a wild honeybee colony at the airport somewhere.

The beekeeper was called to remove the insects because they're a protected species that cannot legally be killed.

Good Advice For A Successful Home Improvement Project

This article has been viewed 4 times.

If you don?t know where to start updating your home, give the kitchen a shot. If you update the kitchen, especially if it is outdated, old, and dark in design, you will find that the value of the home is greatly increased in this room alone. Starting with the kitchen is always a great start.

Choose the water heater that you need for your home. They are designed to provide the amount of hot water that a family of different sizes will need. It is labeled right on the box whether it is a water heater for a family of one, two, five or whatever number of people it will keep supplied with hot water.

Sometimes traditional and economical methods of dealing with squeaky doors may work for you. Here is a cheap alternative that you can try: Remove the hinge pin as normal, and rub it with regular bar soap. Then replace the pin and open and close the door to let the soap disperse on the hinge parts.

Consider a truly ?green? makeover to your landscaping. A popular new trend in landscaping is to make your garden fit the climate and area that you live in. Gone is the need for the perfect green lawn all year round. If you live in a dry climate, consider creating a landscape that are tolerant to drought and you will save money in watering costs and help the environment.

If one is looking for a way to improve their home as well as provide themselves with a supply of fresh food then building a small chicken coop may be the thing to do. Not only will it provide one with a supply of eggs but it can even bring in money if one sells the eggs.

If you are interested in saving money on heating and cooling bills in your home one of the first steps you should take are stopping up drafts. It is said that up to 40% of the energy lost in your home is because of air leakages. Start with the doors of your home.

Cover all surfaces appropriately before starting an improvement project. If you are tearing down walls or kitchen cupboards, cover any surfaces that have a finish that might get scratched, including floors and nearby walls. If you are painting, make sure to use a dropcloth on the floor and painter?s tape with paper coverings for features such as doorknobs and light switch face plates.

Installing carpet can be a daunting task if done yourself, or an expensive task if you pay a professional to do it. Fortunately there is an alternative. Much like vinyl floor tiles, there are carpet tiles that exist. These too have adhesive backing that allows you to install them easily, and they look just like real sheet carpeting when installed.

When choosing paint colors for the exterior of your home, take your neighbors? homes into consideration. Your paint color should not clash with theirs, although you shouldn?t necessarily be afraid of bringing colors into your scheme. An unconventional but understated color choice can help your home stand out without looking garish.

Instead of investing in all new furniture, you may consider having your current furniture repaired and reupholstered by a professional. Many times older furniture is higher quality and with some affordable repairs and refurbishing you will have better furniture for less money than when you invest in low-price new furniture.

If you would like to spruce up your home, the biggest impact is to paint your walls. A fresh coat of paint will give you instant results and make the home look new again. Paint doesn?t cost much, and if you don?t like the final results, it is easy to buy another paint color and try again.

As was stated in this article, home improvements can be exciting but sometimes challenging process. Learning how to improve your home strategically and properly can help you enhance your home?s value and earn a return on your investment. Follow the advice of this article to assist you in your home improvement project.

Russia's Gazprom Neft inks deals with Iraqi Kurds

(AP) ? A Middle East subsidiary of Russia's Gazprom Neft has inked two oil deals with Iraq's self-ruled northern Kurdish region, becoming the fourth major oil company to enter into agreements with Iraqi Kurds that bypass the central government in Baghdad.

The Kurds and the central government are at loggerheads over rights to develop resources. Baghdad wants to manage its energy resources nationwide, but Kurds insist the constitution doesn't require them to go through Baghdad.

Since the 2003 U.S.-led invasion, the Kurds have signed scores of oil deals with small and mid-sized oil companies. But the entry of the oil majors may be a game changer that could lead to de facto policies the Kurds have long sought.

In a statement issued on Wednesday, the St. Petersburg-based company said it has acquired a 40 percent share in the 1,780-square-kilometer (687-square-mile) Garmian block. The Canada-based WesternZagros company will also hold a 40 percent share.

In the second deal, the company will hold an 80 percent share in the 474-square-kilometer (183-square-mile) Shakal block. The Kurdish Regional Government will hold a 20 percent share in each contract.

Both blocks are located in the southeastern part of the region and are expected to hold about 3.6 billion barrels of oil reserves. Gazprom's up-front payment is to be around $260 million.

"Gazprom Neft considers the territory of the Kurdistan Region of Iraq promising for further geological study and consequent production at the fields," First Deputy CEO, Vadim Yakovlev said.

With its latest deals, Gazprom has joined France's Total S.A., U.S. oil majors Chevron Corp. and Exxon Mobil Corp. who have already made their own forays into the region.

Iraq's post-invasion governments have until recently blacklisted energy companies that signed contracts with the Kurdish government to prevent them from working elsewhere in the country or purchase crude oil.

But in the case of Exxon Mobil, the Iraqi government has had a light hand. Baghdad prevented the U.S. company from taking part in Iraq's fourth energy bidding round in May but has not touched its deal to develop the 8.6 billion West Qurna field near the southern city of Basra along with Royal Dutch Shell PLC.

No moves have been made against Total, which has a share in a consortium led by China's National Petroleum Corporation to develop the 4.945 billion barrel Halfaya field in the south. Gazprom is developing the 100 million barrel Badra field in central Iraq.

Baghdad has so far only blacklisted Chevron, which has no deals with the government.

There is considerable incentive to work directly with the Kurds ? unlike the flat fee the central government pays for each of barrel of oil extracted, the Kurds offer lucrative contracts allowing the developers to claim a share in reserves and the oil produced.

Also Wednesday, the Iraqi Kurds announced that they will resume crude oil exports from their region in the first week of August after they were halted in April over a payment row with Baghdad.

In 2011, the two administrations struck a tentative deal by which the Kurds send oil to Baghdad, which then sells it and each side then takes 50 percent of the revenues. But exports were halted in April by the Kurds who claimed that Baghdad failed to send them the money. In return, Baghdad accused the Kurds of keeping billions of dollars that ought to go to government coffers and also of smuggling oil.

The Kurdish statement said the exports will start at 100,000 barrels a day for a month as a "confidence-building" measure and if payments were forthcoming, they could move swiftly up to 200,000 bpd. If not, the exports will be halted again.

Since 2008, Iraq has awarded 15 oil and gas deals to international energy companies, the first major investments in the country's energy industry in more than three decades.

The original goal was to boost daily production from about 3 million barrels now to 12 million barrels by 2017. That may be revised downward to fewer than 10 million barrels however, given infrastructure bottlenecks and a possible falloff in demand on international markets
